Annalume does not replace any system; it reads the documents your systems already produce and never renames, moves or deletes a file.
Your information stays yours. If you decide to part ways with Annalume, you take all of it with you in open formats, and Annalume keeps none of it.
They may be, so treat every question and answer as a potential public record. Your records officer and counsel decide retention, disclosure and exemptions, and Annalume never tells you that a question is exempt.
You decide what Annalume reads, so privileged and closed-session material can stay out entirely. Material classified for counsel is never shown to anyone below that level, and Annalume makes no claim that anything is privileged.
Annalume never scores, ranks or profiles any person. Workforce questions are answered by position and totals rather than by name, and personnel or legal questions without solid evidence are declined.
Each city’s records are walled off from every other city’s in the database itself, and that separation is tested with every code change. Within your city, each person sees only what their role and department allow.
Every AI service that touches your records is a U.S. company using a U.S.-developed model. Processing locations and every subprocessor are documented for your review before any nonpublic record is loaded.
Your records never train Annalume’s AI or anyone else’s. Every AI provider agrees in writing to train on nothing and to keep nothing.
The rules are built into the system itself rather than written as instructions, so a cleverly worded question cannot talk Annalume out of them. Text inside a document is treated as something to cite, never as a command to follow.
PUBLIC RECORDS AND PRIVILEGE
Public records requests have already produced thousands of pages of AI chat logs from city officials.¹
Advisers to public agencies note that such logs often sit on a vendor’s platform, outside the agency’s control.²
One federal court has held that material a defendant generated with a consumer AI service was not privileged.³ Annalume makes no privilege claim.

COUNCIL AND STAFF REPORTS
A staff report usually draws on earlier council actions, the adopted budget, department plans and the policies that apply, and that material is often spread across several departments. Annalume gathers it, drafts the report for staff to review, and cites the page behind each statement so the author can check it before the report goes into the agenda packet.
Annalume locates the earlier council actions, resolutions and direction to staff that bear on the item, and gives the date of each and the vote where one was taken.
Fiscal impact figures come from the adopted budget and the capital plan. Each figure is labeled as adopted, revised or proposed and cited to its page.
Annalume drafts the background, analysis, fiscal impact and alternatives sections for the author to edit. The recommendation stays with staff.
When the record lacks something the report needs, such as an updated cost estimate or a required schedule, Annalume says so plainly instead of filling the gap.
The example below is a staff report on the Alder Street resurfacing contract, drafted from the record of Alder Reach, a fictional city.

Page 12 of the October 2026 staff report on the resurfacing is a scan that couldn’t be read. Annalume left it out rather than guess.

A capital project typically draws on a needs assessment, the capital improvement plan, funding sources, council actions, contracts and grant requirements, and those records are often held by different departments. Annalume follows a project across all of them and helps staff weigh the funding options, grant deadlines and operating costs that come with it.

Capital projects tend to follow a similar path, from documenting the need to closing out the grants, although the steps vary from one project to the next. This example follows one project to show how Annalume understands the process and offers recommendations drawn from the city’s own record.
